It's always a possibility. In any case the amount collectable has to be greater then $50, but it will only be collected if you declare the offending item(s) and Customs choose to collect it.
Or worst case scenario, you don't declare the stuff and they search your bags for whatever reason and then find it, then they'll take it plus probably add on a fine!
I don't know how strictly they police this, I travel a lot and have never had any problems bringing things in, but at the same time I know that on any trip I could be told to pay the GST component.
Customs will certainly collect any amount they are entitled to. So yes, an iPad will have GST collected on it if it is declared.
Customs are more interested in bio-security, but they still regard it as a serious offence not to declare items that should be. You may well lose it on the spot and yes, pay a fine.
The odds are very much against being picked up, but Customs do have helpful information to guide their searches, for example the difference in weight of your bags at departure from NZ vs arrival back.
