So different stories from different people who work at Spark.
Hi so found this requirement must have OS 6.1.1 installed. My watch currently says 6.1 so I assume we have to wait for Apple to release the update.

Apple dropped beta 4 of watchOS 6.1.1 today.
Some parts of the Spark site say only watchOS 6 or later is required, so it will be interesting to see if 6.1.1 is really required.
Spark's website says that an iPhone running 13.3 is also required (which is still in developer beta).
I suspect that the 13.3 update contains the necessary carrier settings so that Spark NZ is recognised as a supported carrier.
Noticed no one seems to ranging the stainless models apart from Noel Leeming and apple.co.nz

I installed iOS 13.3 b4 and watchOS 6.1.1 b4 and can confirm that you still get the "No Mobile Plan Available" message.

bitserf: Strange they don’t offer the Edition versions here. Doesn’t make sense, I thought the reason they did not was lack of cellular, I guess there is another reason.
The only sell Editions at Apple Stores and online. Perhaps they are giving Spark a little while to run with and promote the "normal" cellular versions first, then they'll open up the App Store for Edition models too. It does seem a bit odd though.

well, you can buy the cellular stainless steel from Apple, online. I reached out to an Apple sales specialist by chat, who was surprised the Edition wasn’t up for sale, and had a look at upcoming something or other in the blackened, and noted no plans to sell Edition versions in NZ.
i don’t know why they don’t sell Edition GPS-only - but that’s another story entirely.

I think that having GPS only versions of the SS and Editions would simply mean too many different SKUs -- even for Apple. To complicate things further there are two versions of the cellular version depending the country and 3G/LTE bands supported so it's not clear model they could sell in a market until they have proper carrier support. That is why they don't sell the cellular versions in markets even if customers opted not to use the cellular features.
I'm thinking the lack of Editions on the NZ online store is just a temporarily thing and most likely related to marketing and giving Spark some space around it's launch of Apple Watch cellular support.
iOS and watchOS updates are live. Installing now
The plan has gone live for me.
