Perhaps just 'give' him your account? That way he can spend all the credit and then switch back and keep all he bought?
Else find out what he wants and 'gift' the actual items to him from iTunes Store itself? I'm thinking of something like the TomTom app that goes for $99ish, or if he's a boatie, iSailor with the NZ maps was a great gift I gave my father in law for his 65th?

Unsure why it would be so but you cannot "Gift an app" using stored credit. You can only buy with your CC.
