not really worried about decent.
Only need it for an OpenVPN server.

Don't waste money on a rackmount server then. By an old PC and sit it on a shelf in the rack. Your money will go much further.

Except for the fact that i can get 1U colo for $50 and full tower colo costs closer to $300

$50 a month seems kinda silly to run a VPN server on anyway. If you are going to pay that for colo why not get a decent server and do something else as well as OpenVPN?

that 50 is split amongst 5 people, so its not that bad.
And im footing the bill for the server, hence the need for low cost.
