Wifi, how ever a speed test to an Auckland server seems normal around 20D/9U. Also tests during "off-peak" hours gives same speeds.

Nope!
Try over a cabled connection next time. Wifi speed tests are pretty much unreliable for various reasons.

See http://www.resolveware.com/UFB_Realities.pptx. Basically, wifi sucks for "speed tests" because there's unknown interference and added latency can slow things down.

If you're in an urban environment or anywhere where there's anything transmitting or causing interference on 2.4ghz, any "speed tests" you do on any type of connection are worthless.

Do it via a wired (100mbit/1gige) connection and then complain :)

(Also, do it on a modern OS. A newer OS X/Linux/Windows vista/7. XP is too old)

Except we know nothing about your local wifi environment... You could be on dualband wifi, or 2.4ghz with no other APs near you, etcetc.

so you have a fast pipe but crappy international link. try a new ISP perhaps?
