According to IT Brief:

2degrees began legal action against Telecom yesterday, after it accused the telecommunications giant of anti-competitive practises.

In 2006, The Commerce Commission said Telecom had to provide interconnection to Vodafone on the same terms that 2degrees was requesting, that is, pure “bill and keep” wholesale pricing with a requirement for non-discrimination of retail prices.

Here we go again. They've not even launched and now the start legal action. Guess they want to be bankrupt sooner than later..

Yesterday they were praising Telecom for getting the filter installation program completed ahead of schedule..

Hi Geekzoners - our application at the CommComm is around future business plans to offer our mobile customers the ability make calls using their mobile at PSTN rates when they are in or around their home - essentially what you call homezone services.
Back in 2006, the CommComm determined that Telecom had to come to an agreement with Vodafone over homezone services and we have been trying for the past 2 years to get a similar agreement.
This doesn't affect the launch of our new mobile network in August and we look forward to sharing more elements of our launch with you over the coming months.

Well with the amount 2degrees has behind them, I think this was expected as part of their plan. A court case like this is worth what 1-2 Mill? Wouldn't it be worth it to make over 100+ Mil?

Dont Vodafone offer that solely throught their cellular network and own exchange equipment therefore not requiring telecom infrastructure, if so and they are using Vodafones cell network how can Telecom be to blame or they they refering to call termination.

I think it is for the return termination, when someone calls their 022 number it should be classed as local.

Dom Post says that 2Degress is looking for a pure "bill and keep" model, and that TNZ has offered 2Degress the same agreement it has with Vodafone.

The stuff article says the same:

But Telecom today said it had offered a commercial deal to 2degrees on the same terms as the agreement with
Vodafone, and remained willing to negotiate such an arrangement.

I think that, like the interference case, we don't have enough information to make any sort of judgement.

Don't carriers that want to offer local phone service have to have local interconnects to all of TNZ's CO's before they can accept/receive calls? That might be what this is really about - 2Degrees not wanting to build out that much of a network just to offer local phone numbers.

Also, I didn't think that NZ worked in a Bill and Keep model for anything, even local->local, which is why those free ISPs popped up back at the end of the dial-up era (and were quickly whacked on the head).

Hrm, the Dom Post article isn't online. It even has a quote from Vodafone:

"Vodafone regulatory affairs manager Tom Chignell expressed some sympathy for Telecom's stance, arguing that
allowing local numbers to be assigned to mobiles regardless of their actual location risked undermining the numbering
system."

Sounds very similar to the TelstraClear Tauranga unplugged. I believe they were trying to do a similar thing; i.e. local calling numbers that could move.
