mattwnz: Maybe they are blocking a certain IP range. Perhaps try it through a proxy website

He knows a proxy works, given Snap and Orcon connections both get the same error it looks more site-related than requesting connection ISP.

Who hosts the site?

So fails on Orcon, works on Telecom and Voda, works on some Snap, fails on others....def sounds like the site or its host ISP is reacting to the requesting ip address in some way.....Has the site ever (inadvertently) hosted malware that it has since removed???

As far as I can remember, it hasn't.

If anyone has any suggestions that I could add to a PM to a couple of the higher up admins then feel free to comment :)

It seems to be ip address related, 111.69 snap ip addresses don't work, 60.234 orcon ip addresses work, 121.99 orcon addresses don't work.  i'm not sure what they're blocking exactly.  but 202/8 (nz regular ip address space, rather than the newer 111 and 121 networks), and 108/8 (US) that i've tried from both work.   i'd blame the site.

My money is on phpBB trying to geo-locate the user's IP and throwing an exception when it doesn't recognise it.

Try disable GEOIP ACP Module or similar.

Definitely not an ISP issue, code issue.

(2degrees [non-NAT'd] FAILED, Telecom FAILED, Amazon ISP WORKED)

Well I've sent a PM out to see if someone can resolve it. I've also added a couple of posts from here to hopefully help them find out whats happening.

Cheers for the help everyone :)
