Thats an extra frame or 2 of delay, thats enough to start to see it for sure.

Mind you some people play on laggy as hell screens and dont notice it.

depending on the engine and if its fps bound or not, could be a fair few extra shots too..

I agree. The difference between a team with an average 10ms - 30ms ping and another team with a 60ms - 80ms ping can change the entire game. That's my experience with intense shooters like Battlefield 1942/2 and CounterStrike: Source anyway.

I would suggest perhaps setting up static IP addresses between all the flatmates and limiting the problem flatmate if your router allows.
