My tracert to youtube takes a total of 70ms

But I am getting a stop/stutter every 3-4s of video, which makes me wonder if your machine/graphics card etc is man enough for the job. For 3y old desktop plays the video but has a minor noticeable judder every 4s, on my 3mth macbook pro its barely noticeable but is still there

The issue was internal - so thanks for those that picked that.

My Synology NAS and security cameras are causing it (3x3MP streams). I could resolve it, but I have a real (pc) NAS arriving this week and that NAS is leaving the building :).
