Papers filed with the Economic Development Ministry show NZ Communications has so far built 50 cellsites. It has plans for 1320, which would give it 80 per cent coverage of the country, and is believed to want a few hundred before it launches a service.
JoeBloggs: I believe I read somewhere here that they had to have 10% of their mobile network operational before the CC would allow them to resell Vodafone's network space. By this article it states that they only have 50 of a required 450 (equal to 10% coverage?) sites active. That seems pathetic after 8 years.

Correct me if I'm wrong
I also beleive that once they have the 10% they need to roam, that they also have to build sites at a certain rate annually, this to keep roaming until they have enough sites to provide agreed coverage over an agreed time.
If its taken them this long to build 50 sites they may be reassesing the agreeements they signed with Vodafone or will face financial penilties. Either option which will please Vodafone no end.
