Ragnor: You aren't paying for ADSL2+ speeds, you're paying for a residential grade best effort shared network internet service.
I have never heard of an ISP anywhere in the world that guarantees performance and reliably or has a SLA on a residential grade plan.
If you are not happy with their service why don't you change provider?

Ragnor: I was editing my posts when to clarify a bit when you replied... but dedicated guaranteed bandwidth costs a lot, this is why ISP's exist in the first place they buy dedicated guaranteed bandwidth then share it out between x users.
Often the contention ratio on bandwidth is 100:1 or 50:1 to make it viable to offer services at the prices they do.
