"shared by all ISP's/Customers hosted of that cabinet. " ahh ok. So even those on telecom services could expect speeds of around 256k to 400 to overseas? I guess I'm just trying to figure out if I have any options.

No.  Once the data gets past the cabinet, it's the ISPs job to route it overseas.  Just because Orcon's bandwidth has contention to the point that it's 256k per customer, it doesn't necessarily mean that other ISPs will.  Try doing speed tests to LOCAL servers.  Forget overseas.  That'll get you a rough idea of the line rate for you.
