Slingshot / Callplus should have resolved this issue now as per this post on the slingshot forums: http://forums.slingshot.co.nz/viewtopic.php?p=41853#p41853

Dont panic my friend,I am having the same problem here in Christchurch,Im on All You Can Eat,day 1 was great super fast downloading, day 2..forget about it,dial up or there abouts,I think they are getting a lot of flack from customers at the moment but seem to be experiencing quite a few issues in Christchurch, the big shakes we are having are not helping, the network went down yesturday for about 6 hours but we were not the only ones as seems most providers were affected, keep your fingers crossed that this download spped issue gets resolved soon, there are a lot of angry customers out there.

Exactly.

When your network runs through Telecoms, you are a bit limited on what you can do.
They can only put a request in for chorus to take a look.
