It's not completely unoptimised. It has been on air and under test for weeks. But you can't complete the optimisation without actual traffic, because the traffic affects the radio performance. In fact optimisation *never* stops; every network is constantly tweaking parameters to keep the radio network working as well as possible.
However, the fact that it *isn't* completely optimised is why it's not advertised as open, let alone a broadband zone.
