Imagine if all the mobile phone companies were forced to cross-licence their spectrum to enable roaming across the entire network...

Coverage would be amazing...

No, it would be rubbish. Your phone would be constantly hunting for a new network. You'd simply end up complaining that you couldn't make or receive calls properly because your phone couldn't decide what network to be on.

We have this situation in some places where roaming is not locked out. It's very difficult to avoid. It would be exponentially worse if it were all networks everywhere.
