Which implies VF has no coverage at all where he's having the issue?

I don't know the area but it could be camping on XT or Vodafone if this is an area that is locked out for 2D customers roaming onto the Vodafone NZ network,

That doesn't say there isn't any 2D roaming in Kapiti. Just that roaming occurs in areas where 2D's own service/cells are not available. Not in the main centres (like Wellington).

Once those Kapiti cells are active, then 2D subscribers won't need to roam.

EDIT: I meant roaming does not occur in the main centres (have corrected)

To use a cellular network, you need - amongst other things - a network. No network - no calls.
2DegreesCare stated that none of the Kapiti cells are online (I assume he/she is accurate on that point). Which means 2D don't have their own network/base stations out this way to carry call traffic. That being the case, they need to use some else's network to do that job for them. Loosely speaking, that's what you call roaming.

There are 2 degrees sites up in the Waikanae / Paraparaumu area - just not as many as Vodafone, particularly around Waikanae Beach and Raumati. See http://dl.dropbox.com/u/22487235/fusion.html

I've been able to use the Paraparaumu / Waikanae 2degrees sites for over a year. I think what they mean is that they are building new sites and those sites are not live. I have experienced coverage issues on 2degrees in the Waikanae beach area.

Fair enough.

We've been with 2D for 2+ years. It's been fine overall, although coverage in certain areas is somewhat dodgy - especially (Waikanae) river side (from our experience anyway).

I do wonder if a location register has got itself confused.
I've just switched the number to a new blank SIM, and so far so good. I just couldn't be bothered raising a L2/tech support ticket for the issue. It would be very low priority, and I basically just wanted a working phone as soon as possible.

Just wondering.

Wouldn't the SIM/IMSI need to be validated on the network for it to be able to make an emergency call (or any call for that matter)?

If the area is locked/non-roaming (assuming VF has coverage there), then that would make sense. If I lived in that area I'd be querying 2D about it.

If VF don't have coverage, and it was camping on XT, then that would imply the corresponding MSC has registered his handset in it's VLR (i.e. he's effectively roaming on XT). Which implies a roaming agreement with Telecom for emergency numbers???

The other scenario is if it's a 2D SIM that's been de-subscribed, which isn't the case in this situation.

I believe a LAC is an area of cell towers. Roaming can't be specified at a cell tower level, but rather at the LAC level. A LAC is either on or off, so if 2degrees have the Vodafone LAC turned off, no roaming is able to occur at all in the coverage of said LAC. This becomes a problem for locations where roaming on the Vodafone LAC is turned off, and there is no 2degrees cell site in range to provide coverage.
