Ragnor: Savvy leechers don't just use public torrents these days... in your "heavily limited" category you will sooner or later need to have:
- https from known file locker sites
- ftp/ftps from known seedbox hosts/networks
- ssh from known usenet/newsnet hosts/networks
Might as well put it in the wording now, rather than later.

Hmmm, personally, I'd also look at adding the FTP protocol to the limited list. My reasoning for this is that some of the users you are looking to dissuade will be using that to access their seed boxes. This would also affect everyone else who uses FTP, but I would view that as the swings and roundabouts of an unlimited service.
Jas777: I know the guns will be coming out but what is wrong with a user pays plan? Ok the first answer will be gauranteed revenue streams but...
As most users are supposedly around the 20gb range and their use probably fluctuates a bit a user pay scheme gives them some idea of cost to use and may change their usage patterns and it also may appeal to those who think 'you pay more if you use over your limit but we keep your money if you use under' is a terrible way of doing business.
