Lorenceo: Your provider enters a contract with the LFC when they sign you up to UFB regardless of whether an install is needed or not. This is why they've still insisted you sign a contract, in case you decide to disconnect and they're then left either paying the LFC the termination fee, or paying for a line to nowhere.
I did not know of this, thanks for mention it. But even though other providers do not need a contract, like Bigpipe.
The fact that some ISPs choose not to impost ETCs is a financial decision made by them. Currently Chorus haven't been enforcing ETCs but at any point could decide to enforce what it legally entitled to do.
The LFCs all enforce their ETCs meaning any RSP choosing to offer no term contracts runs the risk of loss making customers.
