Not related, this issue has nothing to do with network congestion.
BarTender: I would be willing to guess it was an issue between bitstream 2 vs 2a profiles on Chorus.
The bs2a 100/20 has a layer 2 speed of 117/22 so that all things being equal you "should" get a layer 3 speed of just a smidgen over 100/20.
Ramrodd: I am having a similar problem with gigabit internet in Dunedin. I have a snap gigatown connection.
I know that many of you would drool at getting over 200mbps but I'm a bit annoyed that I'm not getting what I paid for.

its all about WAN to LAN throughput

even the most expensive devices out there struggle with 1Gbps connections
you wpuld probably need to build your own PFsense device (PC router) to get close to 1Gbps
