Now, I will say this to Duncan and anyone else listening at Orcon.

While you say you do not "block" with your L7 traffic management appliance, due to the fact that "some system" is not allowing users to download content because of faulty firmware, configuration, or something else, by definition blocking is occurring. I don't believe that this was malicious or intentional on Orcon's account, just an oversight.
Please dont treat your users as idiots. Remember, there is always someone smarter than you, and you always have something to learn from someone else. Some users have gone to great lengths to find out what the cause is. I wonder if we did a tally in time on how much people spent on the phone to Orcon, how much time they've spent playing around to help diagnose the issue, how much time they've spent on this forums reading about others issues, etc, what that amount would add up to for everyone?
I would be keen to know exactly what the problem was, what system was affected, how it was fixed, and that it wont happen again.
I'll leave the issue by saying thanks for getting this finally sorted Orcon. Lets take a wait and see approach.
I may have worded that a little clumsily. I certainly do not think that our users are idiots, on the contrary I (and others) have openly solicited your feedback here and elsewhere to ensure that we do utilise the collective intelligence of our users (who we like to think are smarter than average having chosen us in the first place ). We are extremely appreciative that our users by and large have been more than helpful in resolving this.
It seemed to me as though some people were accusing us of actively and intentionally blocking traffic to certain sites. This is what I was refuting with the paragraph that you have extracted. Apologies if it came across in any way other than I had intended.
I will ensure that I post up a full description of what went wrong and what we have done to fix it once I have had a chance to talk to Thomas (our CTO) about it.
So once again, thanks to everyone who has provided feedback that has been invaluable in getting this fixed.

You are correct and I saw one or two reference's claiming intentional blocking which was disappointing. But what are you going to do - people like to speculate from time to time (as I sometimes do also )
Is it any wonder people talk about 'blocking'? I can browse the web no problem, but if I try to download any files at all, I run into the same crazy download speeds of 240 bytes per second. I'm no expert in this area, but if I can browse web pages without an issue and downloads are pitifully slow, then something is definitely wrong, no matter waht the Orcon status page says.
I did notice some rally bad throttling going on last night. I'm relatively certain it wasn't at the host side too! My downloads were jumping all over the place. I cant really complain though because it's a damn sight better than it was.
