It has occurred to me that wife's ipad and iphone have been linked since IOS14 for a lot of things but my android makes so much noise with the voice message that neither of us can remember whether the ipad mirrored the alert on her phone.

What happens to a device connected to VoWiFi (and using this as the primary connection) while being simultaneously attached to a 2G/3G/4G site? Will it receive SMS-CB messages?

If you are still in cellular coverage you get the alerts just like anyone else. The handset does not detach from the cellular network while on VoWifi. It's only an issue if your only connectivity is VoWifi, with no cellular to camp on. Such circumstances are certainly possible (deep in building, perhaps) but you're no worse off than you would have been vis a vis emergency alerts if there was no VoWifi.
