If thats the case then people who have paid for a proper install will end up also paying for the cheapskates.

IMO the whole era of "free" modems and installs and stuff needs to come to an end. ISPs should offer finance on these items or else do an interest free deal via a Q card or GE etc to those that cannot pay upfront for them. I get _really_ annoyed that people get "free" stuff to join ISPs while those with them already get nothing. Finance would clear that up instantly.
