That sounds, quite honestly, like nonsense. Why would fiverr or their host block flip or indeed any ISP in nz?

They might be blocking an individual IP address because that was associated with a ddos attack or something.

But because flip uses cgnat, that means that many of their customers will sit behind the same IP address. So when fiverr blocks one IP address, they are actually blocking maybe dozens of flip customers.

Flip need to figure out what that IP address is, and then remove it from their Nat pool, instead of making you do the work of attempting to get fiverr to unblock an ip range, which they have no incentive to do.
