Given these are utilising Vodafone's network, and are effectively an MVNO in these areas, how could you possibly have expected them to be able to offer the same sort of rates they can offer off their own network?
In fact to attempt to do so would be hugely unprofitable and would likely delay their ability to rollout their own network into the areas in which you live ... be reasonable people ...
