Yes of course you can, no plan changes instate a contract unless it was for a specific offer or promotion that stated otherwise.

What peak time speed issues?

Only speed issues that I've noticed are related to whatever caused this to start happening again.

Not really issues, more just a decrease from 1000kbytes/s to around 300kbytes/s.

This is beyond a joke tonight. We didn't have any issues until the price increase email. Not impressed.

Agreed. Torrents that should for sure be on the cache are not seeing any action from the cache, many are just sitting there with no peer connections despite many many peers being available, and if I change to using my other ISP quickly getting connections and transfering.

If it wasn't for the good Youtube speeds I'd think that there was something wrong with my line. ~1Mb/s at 10:30PM, ~1MB/s at 10:30AM. Used to be ~900kB/s at this time of night from the same places.

(I'll send a PM if I can repeat this tomorrow night.)

If we change plans but then decide to change back to Unlimited, would we have to go on contract again? 

I'm happy with the price increase if it resolves the speed issues. I had given up on watching youtube in HD in the past few weeks.
