Not much in the Speed Limiter tab. Its set to "off" so i dont think its affecting anything hopfully.

not affecting it, your defiantly maxing out now.

at this point, you need to look at the services your downloading off, and why they speed limit things. thats your real problem, rather than your VDSL speeds.

Well i guess thats it then. If it all adds up then case closed :) . Was a great learning experience for me thats for sure.

you are downloading at 2MB/s(Mega Bytes/second), if you remember what was said before 1Byte=8bits

to get bits 2MB/s x 8 = 16Mbits/s

and look at that it matches up with your speed test and your sync rate, notice the different units used there but they also show you in BOTH bits and Bytes :)

So if that sounds about right according to:
Last Result:
Download Speed: 15479 kbps (1934.9 KB/sec transfer rate)
Upload Speed: 4372 kbps (546.5 KB/sec transfer rate)

Speed tests use bits per second as that's what people measure internet connections (isp's included) in, programs on computers use Bytes per second as that's how they deal with info. thats where your confusion lay, not understanding the different units for each bit if information you were talking in.
