allstarnz: Win TV won't work with Freeview|HD. It will work with satellite Freeview though, provided you have all the satellite stuff sorted.
DVB-Viewer should work with Freeview|HD
use the following:
the transponder list is important, as otherwise you'll end up scanning at 7Khz intervals, which isn't right for NZ. Also make sure the range is set correctly. This will vary depending where you live. See here for more info.
next click scan range
sbiddle:Hate to ruin your day but the performance you will get out of a machine with such a low spec will be terrible. You may be able to get the regular 576i SD channels OK but TV3 certainly won't work and TV1 and TV2 will probably be marginal at best.
