ok well since i have my 32" Samsung LCD TV hooked up to my PC through HDMI
i can watch freeview HD fine.. but i get real bad ghosting because NZ is broadcast in 50Hz and my LCD is 60Hz

50hz isnt supported natively. so I've tried forcing it.. no luck just a blank screen

is it possible to limit the rendered frames to 20 or 30 fps ?
theyre both multiples of 60 so my LCD should be happy with it

will this work with a 3rd party application (i.e. powerstrip or a similiar program)
am i even on the right track ? advice anyone ? thanks

Maybe you are.  Most TVs these days I assumed are multi frequency.  My Sony LCD quite happly switches bewtween 50 and 60 Hz..

You can't really reduce the number of frames rendered - that would cause the issue as well. Besides interlaced 50hz content is only 25 FPS.
