Unfortunately the set of people that won't get fibre significantly overlaps with the set of people that can't get DVB-T, and it is deemed not economically viable to extend the reach of fibre or DVB-T. Therefore your suggestion probably wouldn't be a good solution.

From what you've said it sounds like you have some insight into the UFB decision making process. Do you know if/why an open IPTV simulcast of Freeview wasn't included in the UFB plan?

Freevew HD is only available on Channels 1, 2 and 3 ain't it?

Edit:
To answer my own question, yes it is. So unless you watch 1,2,3 you won't see anything in hi def. The +1 channels aren't in hi def either.
