We used to have the freeview Q&A sessions on geekzone, and through those it became very clear that Freeview was a marketing type company, setup to smooth the transition into digital and almost try to compete with Sky, even though it was just the normal channels, and Sky had the rights to the sports and movies etc, and the TVNZ freeview only kids channel ended up on Sky only anyway.

Short story, too many parties involved, and no one taking ownership.  You can see why there's still so much interest in a 10 year old tech platform like TiVo, which just works.

I gave up on Freeview plus long ago. To hit and miss as to whether you could actually watch a program or not
