The answer to pretty much all of your questions is no.
There is no DVB-T H.264 support in Media Center so you can't use this in combination with your xbox 360 as an extender.
There is no native support for the xbox360 as an extender in GB-PVR or Media Portal but there is a plugin for Media Portal that you have found. I haven't played with this but from what I've read is no good as the xbox360 can't decode H.264 or the AAC-LATM audio.
Your PC is also pretty low spec, you certainly won't even be able to view Freeview|HD content on it with a tuner card however if you have a video card capable of H.264 acceleration it potentially would be fast enough - the catch is to get decent h/w acceleration you need a PCIe NVidia 8500 or greater and I'm guessing your board is probably AGP.

heya sbiddle, could you tell me is there a way to get prime through VMC using DVB-t on my hvr3000? I scan but I only get radio stations, I've got all normal channels through DVB-s fine, works great but cant get prime.
oh btw im also using fiji so dont know if that makes my problem worse :(
