DataCraft: I have used the draytek DV2910 before on a uns connection, they are very stable and easy to use. I have a spare one that is not being used if you want to borrow it and try it with your citylink connection.

Thanks for the offer of the test of the Draytek - might take you up on that when we get the line in.

More generally, if Cisco is recommended, how about this one

CISCO RV042

+1 for used Cisco PIX or current Cisco ASA. Both are of entry level, considering budget limit and target usage. You shouldn't be a guru to make an initial config.
Want more? Purchase SMARTnet, it covers both replacement in an unlikely hardware failure and support for configuring.
As for money, I completelly agree with Amanzi, in a DR case this should be a box that you will rely on. Personally, I will add that even it's used currently for "a few off-network users" and will be used in a DR case for several hours, it's still firewall, a crucially important point of your network. Is there any reason to save some money installing a cheap and simple lock (even a reserve one) on a safe? Unlikely. The data on your network costs more.
Again, nobody says about boxes like ASA 5520 and above. Entry level ones will be quite sufficient for your case, and quite affordable.
Hope this will help.
