going back to opendns, this works well for a cheap solution, the only negative thing about it is the latency it introduces to browsing the web, its not as fast as using xtras dns servers.  I have set this up at a school boarding hostel, locked the dns servers to open dns's servers in kerio winroute (their proxy server), and then configured opendns to block access to proxy sites, porn, etc etc. It works well and so far in the year its been running no one has bypassed it.
Ive also added opendns.org to the routers url block list, so instead of an opendns block message they get a generic block from the router, thus not giving away how they are being blocked.

How would you know if someone bypassed it if the proxy site wasn't on opendns's block list?

Technical solutions to social problems are always doomed to fail.

Not to mention every piece of web filter software I've been subjected to has sucked horribly and degraded the overall browsing experience, and is always easily bypassed.

Well it is quite easy in my case, the students are there own worst enemy.. All decent proxy servers have a top10 websites visited etc, and if the students find a proxy that is bypassed you can gaurantee it will be in this list, so a quick trip to opendns, submit that site, and its blocked.. I havnt had to do this very often, as the database at opendns is HUGE..

WebMarshal has a reporting tool built in which can generate reports for all sorts of things, which users have been to which sites, largest downloads, browsing time etc

Webmarshal 6.5 should automatically block proxies if TRACEnet is being used.
