Is there anyone from the Linux world watching this? If so, can a Linux dsitro do this (OpenSUSE preferred). Ideally each user could configure a POP3 (ISP) collect and SMTP (Exchange) deliver, that way the administrator would not need to know the users ISP credentials?

So the answer was fetchmail (implemented in OpenSUSE in my example). Configured on a per user basis so that way the administrator doesn't need to know the users ISP credentials, oh, and it's free, note: uses cron to set the polling cycle
