Whenever the owner of an iCal you've subscribed to makes changes to the events, Outlook.com updates your calendar. Note that this update can take more than 24 hours.
GregV: More issues with the calendar. After subscribing last night (following the same steps as Regan's how-to - https://twitter.com/nzregs/status/636674343859154944 ) I made some changes to my schedule this morning. There doesn't seem to be any way to force Outlook.com to refresh the subscription (and the internet is awash with plenty of reports of this). No worries, I'll just delete the subscription, and re-add it to get the latest info into Outlook.com, and then onto my phone. Even after deleting and re-subscribing, the original (outdated) calendar remains, and it still shows the last refresh time to be last night, even though I have only just added it.

Behodar: No luck with the calendar on my iPhone either; I click the download button and get a message saying that the address is invalid.
GregV: Force a 'refresh' by removing and re-adding the calendar, but add a random parameter on the end of the URL, so that Outlook.com sees it as a 'new' subscription. So I subscribed to https://msignite.nz/calendar/xxxxx/ignite2015.ics?65168553928=
