Can anyone tell me what the process is and rules are for putting a DSLAM in one of the competitor slots in those new NGN roadside cabinets.

As I understood it, they have 3 rack spaces?

How do I get one? Can I have 2 if I have enough customers?

Do I have to prove I'm using all the capacity?

What happens if I have customers but all the space is taken already by someone else who hasn't used up their capacity because they haven't been able to generate interest in their products?

Is there a frame work?

Has someone else already posted about this issue in the past?

Ps: No, I don't really want to put in a DSLAM, I just want to know how it works, so feel free to assume I have bucket loads of cash, a fantastic marketing department and customers banging my door down to sign up as soon as I've got my DSLAM on line.

There are two answers to your questions, Don.

First: all things are negotiable and if you ring Telecom Chorus (or get your unlimited budget marketing dept to do it) I'm sure they'd let you do just that.

Second (and possibly more in line with your questions): all that has yet to be set by the Commerce Commission. They have put out a draft determination (PDF) and sought feedback from the players and soon they'll hold a conference, get further submissions, make a recommendation and then the new minister will have to say yes or no.

More info on it all than you can shake a stick at here. The ComCom's site is pretty dire so I can't find the page that lists all the submissions to date but have a ferrit about... it's there somewhere.

All I wanted to do was wack a DSLAM in the cabinet, hook up a few pairs and plug in my fibre connection!

It's just not that complex!

Guess the Govt guys have to do something to earn their lunch :)

A few months back sbiddle posted lots of blog posts about BP. We started saying it was actually "Biddle Petroleum" and S. Biddle was the CEO. He then posted some joke on his blog about "BT" (Biddle Telecommunications). This was followed with a forum discussion on what companies he was involved with - the Biddle Conglomerate.

We even had t-shits printed with all "Biddle [insert company name]" for our pizza evenings as an inside joke.

Why hasn't Vodafone just go ahead and done this? I.E. negotiate a deal with Telecom & get stuck into sub-unbundling; then when the com com finally gets the numbers sorted, do some renegotiation?

Simple: not enough hours in the day.

We've been unbundling exchanges - that's where the bulk numbers needed to make unbundling a commercial reality exist. We've now done 40 of those in Auckland and are looking elsewhere. That's taken up almost all if not entirely all our resource internally as we learn about unbundling.

Plus we've been extending our mobile network in the 900MHz space like crazy as well. We're well on track with that (if not ahead - but we'll announce the network capability when we're happy with it) but again, that's tied up huge amounts of internal resource not to mention $500m.

Unbundling cabinets is a whole different kettle of fish. The issues around sub-loop unbundling are complex - in many ways more complex than straightforward exchange unbundling. Regular unbundling is well understood around the world and we have plenty of experience to draw on. Cabinet unbundling is new (In the UK I think there are only a handful of cabinets opened up to competitors) and the first in will, in many respects, be something of a test subject.

That's not to say we won't unbundle cabinets, but we're working hard enough as it is on regular LLU and the 900MHz rollout. Once the ComCom has decided on the rules then we'll put our hand up for cabinets as well.
