I have a Samsung Galaxy Tab 3 and would like to use it to learn, write and run Python programs. Is this possible?  What will I need to do and what will I need to download?

Take a look at QPython. It's a Python editor and interpreter, and even though I haven't used it myself, it looks like it should do what you need.

I use Scripting Layer for android SL4A, which works well and is very easy to use.
It has a number of clever features:
You can install several different interpreters, including python, bash and perl.
If you set up USB debug you can write, edit and run programs from your desktop, using the
phone/tablet as if it were an emulater.
It can use webviews for nice displays with CSS and JavaScript.
The shortest program is just one line long!
