That error coming out of android sounds like android itself is getting a bit screwed up.
No doubt you have googled it - This thread reports some success in resolving it:

Also found this on youtube - same brand and different model - NZ user post a video of 'your issue' and dont know how to fix it.
Some responded with "go to, settings, date and time, and disable the second function" - I dont know exactly what that is - but have a look.
It seems to have worked.

Also - is there any chance there are any android updates you might be able to download and install - I would guess that perhaps if wifi is working maybe you could try and access updates - though I see its a cheapie so maybe thats not so likely.

Found another reference that maybe ties into the above suggestion on youtube.
You have to battle through that error message coming up quite a lot, but go to:
Settings - date and time setting - turn off automatic time zone.

Restart phone and see if that stupid android error keeps coming up - does it also let the phone connect to a network?

Yeah well I took that risk, have had reasonable success in the past with a tablet and phone.
IMEI numbers are not blocked in NZ.
Clearing app data has no effect.

What's the easiest way to get a micro SIM to try in slot 1? And with my 2 Degrees SIM in slot 2, I expect it should have connected to something at least.

Guess this may be my first unhappy return to DX...

Sorry, I hadn't noticed time being wasted, I was still reviewing my options. And yes I am thankful of the the responses I get here, thats the main reason I started here.

My research on the particular error message had taken me into the depths of several technical discussions, but I not yet got to the answer mentioned above.

Fixed timezone insteada auto, Spark SIM in and working. Wife upgraded from a tiny and very slow old android 2.something to 4.4. Excellent.

Much gratitude guys for the previous few posts.

Personally, I dont understand the "time wasting" comment either. I kind of figured you would get back to comment at some point.
