P9 camera is pretty nice. It's the Huawei flagship and Android 7 is nowhere to be seen, at least in NZ. It started rolling out overseas last year.
Personally I feel the P9 I find a bit of a let down to what I was hoping, but it is a good camera. The Mrs has one, I was so hoping it would be the low light warrior it promised to be, and it does handle low light well but loses a lot of sharpness in that low light, where I feel another sharper image in RAW can always have that corrected. But its good value for the money.
But the OP wants the best CAMERA for the money. The P9 is one of them for his price imo.
Look for a camera that can shoot DNG RAW files, that way you can use post processing to get the level of the top tier cameras, ie sharpness, blacks, whites, clarity, skin tone etc. Jpegs is not the way to go if you want to be printing photos. If you are serious about photography you need a phone that shoots RAW and that you can use a post processing app to enhance the photo.
ie the One Plus 3T
