No but NZ Post do provide apps as do their sister Kiwibank. TVNZ is also a state owned enterprise and it provides apps fro free. Weather Watch is a private forecaster and it provides a free app.Its called a service. The fact that met Service are now going to provide a free app proves my point. It should have been free ages ago. As they quote on their website
"Under contracts with the Crown, MetService is the authorised provider of warnings and other public safety weather services to the people of New Zealand, as well as certified weather information to the aviation industry and all airlines flying into and within New Zealand."

The Meteorological Service of New Zealand Limited is a state owned enterprise, not a government agency. As such it's a company on its own right. You don't see people wanting NZ Post to transport parcels for free. Or Kiwirail to transport stuff for free.
