Blackview?  BV6000, BV7000, or BV8000.

 

Chinese made 'ruggedised' phone - was looking at something like this for one of my kids.  the 8000 seems to meet most of ur requirements except for local store availability.  Octa core processor, 6GB RAM, 4100mAH battery.  I see it's available in NZ for about $650, but it sells on Aliexpress for about USD260.
