For example my U8150 with custom rom takes ~100 seconds to get to the some screen but it isn't really usable for another 120 seconds as it loads widgets/start up items.

Same here. My IDEOS U8150 takes about 100 seconds or more too, and then you have to wait the same amount again before it's loaded everything and is then usable.

I found the function, the phone is not fully off its like "sleep mode" theres an option to turn it on and off on the settings menu, I have it on my desire when running Gingerbread Sense ROM's like RCMix S. Takes less than 10 seconds to boot but like i said its not fully off in the first place.

It's "off" enough that battery use in that state is close to zero. But it does use a tiny bit of power to hold the 'state' data that must exist for it to do that.
