There are already 24 networks globally with WCDMA at 850MHz including Telstra in Australia, and AT&T in the USA.

Alcatel Lucent probably as they are already well into the $300 million that has already put aside.
The question is what will happen to the GSM network already underway.
Low capacity to limit its effects on the WCDMA network?

I guess Telecom hasn't paid them enough money yet.
