My brother has been without internet access all day, so when he got home later in the day he called the help desk.

Their advice?
"We have no idea what the problem is, so just wait and maybe your internet will come back"

OMG... 'Cycle you cable modem' would be the obvious 'pre-determined' steps a call centre would take.. Perhaps he interrupted them in the middle of their meal break? :)
