Isn't that exactly what was said about Neon, their more elaborate excuse for SD was that they didn't know they would be competing with Netflix. Fast forward and still SD. Nothing to do with bandwidth, all about being cheap.

For a tablet size screen I doubt HD would make much difference.
I recently purchased a Huawei Mediapad M5 10.8" tablet - my prime purpose being media consumption. When the tablet first arrived, Netflix was SD as the tablet had yet to receive the appropriate Widevine update. That update has now been received and Netflix is now HD on the tablet.
Personally, I found Netflix SD pretty much unwatchable, so I didn't bother watching Netflix initially. The move to HD made a significant difference - for me, the difference is night and day.
That said, I am someone who notices resolution differences - and it matters to me. For you average viewer, it may be less of an issue.

maybe stop using your so called "source" whos information is going against what the official press release is saying

this is only new for mobile , Downloading content on the Sky boxes have been around for a year or so , i have box sets to watch that i have downloaded from Sky on Demand.
Common sense is not as common as you think.
I've got someone coming to stay next week, who's into Sport, so will test Sky Go next week, if no answer by then. See if it needs internet connection.
With the other company if I use VPN on Ipad Pro (non cellular) it works, but not on Iphone it stays on NZ programming, I suspect same may be true of Sky Go. Don't think iPad has GPS chip in it, sometimes good not to have all the bells and whistles.

considering sky go is an app on a mobile device this is not hugely relevant
