Looks like your settings are ok and the card is scanning correctly so maybe a physical signal problem. Please tell us about your house wiring from the dish.

the wiring is good i guess,my freeview on tv is running without issues. i did unstall technisat softwares, and when i went into tv server it came up with
setup data base connection
clicked on mysql
host name iniana
dependency mysql5
schema name mptvdb
database logon user id root password..mediaportal default password is MediaPortal
should i have clicked on mysqlexpress??and password sa.??
If you can get into tv server config and scan fine then I don't think it's a database issue. If your card appears under network controlers then you probably need to have technisat software installed. It's called setup4pc or something like that and it should put a little icon down in the system tray.

yeah that's all fine. You should be able to use the setup4pc to tune in a channel to test. One other thing to try: power off your PC. to the point where you unplug the power cable so the motherboard is getting no power at all leave it for ~30 seconds and power up again, I used to have to do that from time to time when I had a ss2. Otherwise I'm not too sure sorry.
