That's measured from selecting the app to getting a selection of programs.  

It used to take only about 15 seconds, anyone else see this?

Yes, I have the same issue. I force restarted the PS3 a few times thinking that it crashed.

 

 

Probably not an issue with the app itself, looks more likely to be a server side problem.

Seeing long load times on the PS4 too.

The PS4 app also doesn't work well if you suspend the machine. When you resume, it'll be confused about it's connectivity state. Depending on what you do in the UI it will either reconnect, or it may throw up an exception about a null or undefined object. It's usually easiest to quit & restart the app.
