I changed my mother in laws Sky back from the $100 / month  everything package to the basic package.  I see her bill  for Sept 03 was still $100  but the system reverted back to basic last nite at the start of the new billing cycle..  I was under the impression that you prepayed a month in advance.  Correct or do I have to do battle with Sky..

Correct, month in advance. You will probably find that it will be credited on the next bill.

It is normal that you can not change the bill at the last minute (but they can add PPV fees at the last minute!). At work you can not make payroll changes 2 weeks before pay day. Agree, wait for the next bill.

I called Sky about Aug 10 to change the package. They said to call back around 20th of the month which I did and changed it. It shouldn't be that hard for them to have 13 days to change something like billing as they seem to be able to change the package so easily . I bet the next bill will be for around $50 which will mean that they have robed her of $50 for September.

I'll give them the benefit of the doubt and see though I suspect I'll have to do battle again with em like I did over a service visit fee.  I paid the tech as they instructed me to after he did the job and then they tried to bill me again for the same service call on the next bill.  
Will post back next month if this thread is not locked..

An update to this.

Checked her bank account this weekend and not charges for October so I guess Sky's billing system is one month behind reality..
