If my wifes ports out of 2Degrees, and her sim ceases to work, will we still be able to access the Contacts on the E71? Data cable gone AWOL, so may not be able to export, then import to the 4S she will soon be using.

Need to enter contacts manually if cannot locate data cable, hence the need to access them once the sim goes offline.

If I recall the E71 you can store 1000 contacts on the phone itself so you should be OK.
Alternitivly buy a cable off ebay or Trade Me ( ebay will be cheaper usually less than $1 incl delivery ) Then you can use PC suite ( Avoid Ovi it is crap ) to export the contacts as a CSV.

Copy contacts from SIM to handset then does not matter what SIM is in the handset as contacts are stored on the handset,

If you can't see the contacts after copy don't panic just make sure the option to display handset contacts is enabled

How do I copy contacts to handset, I had a doodle thru menu/settings looking for that, didnt notice anything, but will look now
