Hi there, 

Here's an odd one. I work for a group of people who have a requirement for a very specific feature set on a mobile phone. Namely the lack of any data features (although this can be restricted at the network end), no FM radio and cannot be a smartphone. As simple as it sounds, quite a hard combination to find. BES-Hobbled BlackBerry Pearl devices have been used in the past, but these are becoming very hard to get hold of (and are awful to use).

Does anyone know if mobile phone manufacturers design to spec? Or who I'd contact to enquire?

You mean a $10 samsung dumb  phone? They do have some models that don't have an FM radio. But they are essentially just a phone, and don't even have a camera.

AliExpress.com have some sellers selling Nokia 1100's for about $12 USD.. they should work on the Vodafone/2degrees GSM network (900/1800) for the foreseeable future, probably have a battery life of a week too..

Yep I've looked into those. Something I missed out of the original post is that it still needs a camera a Bluetooth.

I'll keep trawling Aliexpress and see what I can find

Just go for one of those "feature" phones that all providers still sell and turn off data via the provider - best solution really.

Otherwise they can still shove the SIM into something with data capabilities which by the sounds of things you're wanting to prevent.

This is something we've looked into, the only problem with the 'feature phones' is that they all include an FM radio, which is a big no-no (even if they do only work with earphones in)
