Here's an odd one. I work for a group of people who have a requirement for a very specific feature set on a mobile phone. Namely the lack of any data features (although this can be restricted at the network end), no FM radio and cannot be a smartphone. As simple as it sounds, quite a hard combination to find. BES-Hobbled BlackBerry Pearl devices have been used in the past, but these are becoming very hard to get hold of (and are awful to use).

Does anyone know if mobile phone manufacturers design to spec? Or who I'd contact to enquire?
